It’s simple math really; a boat, much like a car, is rated to carry a specific amount of weight. A commercial passenger vessel is rated by the manufacturer using a formula that accounts for the boats build parameters. Until December of last year, passenger vessels could use an old Coast Guard assumed average weight of 140lbs to determine the capacity of the boat; but now, vessel operators have to use the increased weight of 185lbs. This weight increase has caused a struggle for owners to maintain their revenues. Would we dare make people pay by the pound?
